[LTP] ltp support for different platforms and dejagnu

Hi!

  i've   ported   (a  subset  of)  ltp  to  cygwin  (cygwin is a posix
emulation layer for win32, see http://sources.redhat.com/cygwin/)

  if anybody's interested, patch available from
http://www.logos-m.ru/~deo/cygwin/testsuite/files/ltp.cygwin.diff.gz

  i'm   planning  to  merge  ltp  into  cygwin's  own testsuite and it
requires wrapping  tests in dejagnu. as far as i understand there were
plans to use dejagnu in ltp itself?
